Description
FIGURE OF YOUNG WOMAN WITH LAUREL BRANCH IN ONE HAND AND FLAMED TORCH IN OTHER. FIGURE STANDS ON SQUARE PLINTH WHICH BEARS NAMES AND INSCRIPTION. Howard Park itself was presented by Mr Howard to Billericay Urban District Council [predecessor until 1974 to Basildon Borough Council] as open space, and conveyed in 1951. It is unclear from the information available whether this was as a WW2 memorial, hence why the park has not been assigned it's own record number.
