Leaders of the various services arrive and report to the incident officer. On the left can be seen the ARP Warden who originally reported the incident. The incident officer wears a blue helmet, has a blue lamp and a blue flag, to himself and the incident control point clearly visible to all Civil Defence workers involved. A boy messenger can also be seen. This photograph was taken on North End Road, at the junction with Conan Street (now West Cromwell Road), looking South towards Fulham. Just visible on the left is the purpose-built apartment building, West Kensington Court.
