Eloigné de mes fonctions, par la volonté du Roi et par la loi depuis l'invasion étrangère, j'ai l'honneur, en reprenant ma charge, de
saluer avec vous la Belgique indomptable et libre!
Honneur à notre grand Roi, immortel devant l'histoire, à notre Reine bien-aimée, généreuse dispensatrice de bonté et de consolations!
Honneur à notre admirable armée, Prince, chefs et soldats, de Liége, de l'Yser et des Flandres; aux glorieux tombés dont nous
entretiendrons pieusement le souvenir; à ceux qui nous reviennent auréolés de triomphe et d'héroïsme!
Honneur à Vous, Habitants de la province, qui sous l'étreinte ennemie avec opposé une résistance digne et calme à de longues et cruelles
épreuves.
Aujourd'hui que la Belgique a reconquis la maîtrise de ses destinées, je convie tous les bons citoyens à concourir dans une commune pensée
de patriotisme, au maintien de l'ordre, à panser les plaies de la patrie profondément meurtrie et à l'accomplissement d'une restauration
qui émerveillera le monde par sa rapidité et son ampleur.
La Province de Liége, fière à juste titre de son culte pour les arts, les sciences et les institutions sociales, de son industrie, de son
commerce et de son agriculture, se doit de briguer la première place dans le renouveau de la splendeur nationale!
J'y appelle tous les cœurs et toutes les énergies!

[To the inhabitants of the province of Liège. Poster permit no. 1625. Having been removed from my duties since the foreign invasion at the
wish of the King and by law, on resuming my office I have the honour to join you in saluting indomitable, free Belgium! Honour to our great
King, immortal in the eyes of history, to our beloved Queen, the generous dispenser of kindness and consolation! Honour to our admirable
army, Prince, leaders and soldiers, from Liège, Yser and Flanders; to the glorious dead whose memory we will piously preserve; to those who
return to us, wreathed in triumph and heroism! Honour to you, inhabitants of the province, who under the enemy's grip responded with
dignified, calm resistance to long-lasting, cruel trials. Now that Belgium has regained control of its destiny, I exhort all good citizens
to work together with a shared sense of patriotism to maintain order, dress the wounds of their deeply afflicted native land and achieve a
restoration which will cause the world to marvel by its speed and scope. It is up to the Province of Liège, rightly proud of its cult of
the arts, science and social institutions, of its industry, trade and agriculture, to do all it can to be at the forefront in the renewal
