DEDICATION IN BLACK LETTERING ON THE FOURTH SIDE OF THE PLINTH. WHOLE STANDS ON A RAISED AREA WITH FOUR STEPS LEADING UP TO IT ON THE 6 O'CLOCK SIDE.
