- Bronze structure comprising functioning bell held aloft by a bowed figure. Bell and figure set on raised stone step. Bell structure stands at one end of paved area. At opposite end of paved area is a flat marble tablet with gilt lettering in English and Russian. Foliated design around bell.

- 1997: A competition is held in Russia for designs to be submitted for the memorial. 9 May 1997: Inaugural meeting to set up the Soviet Memorial Trust Fund, a fundraising body to seek donations in Britain and Russia. Five countries of the former Soviet Union were represented and the Mayors of Southwark, Lewisham and Lambeth.
