Cardinal Mercier was a supporter of Belgium in his requests for aid for the starving and for the library at Louvain,
containing many illuminated manuscripts, which had been burnt by German troops. He also opposed the deportation of Belgian workmen. His
stance here suggests strongly his ecclesiastical role of shepherd protecting his flock. Fouqueray designed some excellent war-posters for
different charities: for orphans, refugees and troops on active service.
