Medal citation: (Supplement to the London Gazette, 3 September 1919, Issue 31534, p.11157) '291392 Sjt. W. Skinner, 128th Hy. By., R.G.A. (Sandridge, near St. Albans). For conspicuous good work and fearless devotion to duty during thirty months' active service, and particularly between 25th February and 16th September, 1918, on the Oise and Somme fronts, when he showed great gallantry and coolness on many occasions. During periods when communications were being heavily shelled, he frequently took teams and wagons up to the battery himself, three or four times a day. Also on the several occasions when the horse lines have been heavily shelled, he has displayed utter disregard, of danger, and invariably set a fine example to those under him.'
