The continuing war efforts of the European Governments and peoples in exile in Britain.

Opening shots of various heads of state reviewing a parade in London, and arriving to sign St. James' Palace declaration on war criminals; also of buildings housing the governments. Rest of film shows (Reel 1): continuity of some ways of life in exile (Dutch maritime court, Belgian fisheries); education of children and students; religion; freedom of the press; rehabilitation centres, and agricultural and industrial training; mercantile and naval fleets; (Reel 2) Armed forces in training or in action, ranging from General Koenig's Fighting French at Bir Hacheim to Polish paratroops, or the Yugoslav Coastal Command Dornier seaplanes used in the Middle East. Commentary expresses hope that such cooperation and brotherhood will extend after the war is over.
