The speech reads in part: "My colleagues and I used to nod in support of the great institutions of the Western alliance, for continuing friendship with the government and people of the United States. But there is no future for Europe or for Britain if we allow American business and industry so to dominate the strategic growth industries of our individual countries that they and not we are able to place in direction the pace of Europe's industrial advance, that we are left with nothing while they come to enjoy a monopoly. The message is that there is no time to negotiate. A new impetus must begin towards developing the basis for a new European technology. We cannot afford to wait and postpone developments. Negotiations and a new drive for European technology must take place".
