Jede Viehausfuhr aus dem Bezirk Spa ist verboten. Die Bürgermeister der betreffenden Gemeinden und der Kreistierarzt haben Befehl erhalten, die zur Ausfuhr nötigen Bescheinigungen nicht mehr auszustellen. 2). Jeder, der Vieh verkauft hat innerhalb 24 Stunden dem Bürgermeister seiner Gemeinde Namen und Wohnort des betreffenden Käufers anzuzeigen. 3). Ich erinnere an die Verfügung des General-Gouvernements in Belgien von 30. Mai 1916 nach welcher der Handel mit Schlachtvieh nur denjenigen Personen gestattet ist, welche ihn schon vor dem 1. August 1914 betrieben haben und welche hierzu die schriftliche Erlaubnis des Zivil-Kommissars des betreffenden Kreises besitzen. Verstösse gegen Ziffer 1 und 2 dieser Verfügung werden mit Geldstrafe bis 1000 Mark oder mit Freiheitstrafe bis 3 Monaten oder mit Beiden geahndet werden. Spa, den 21 Marz 1918. Les bourgmestres des communes intéressées et le médicin-vétérinaire ont reçu l'ordre de refuser désormais les attestations nécessaires pour le transport du bétail. 2). Tout vendeur de bétail doit faire connaître au bourgmestre de sa commune le nom et domicile de l'acheteur dans les 24 heures. 3). Je rappelle l'arrêté du Gouverneur Général en Belgique du 30 Mai 1916, qui interdit le commerce de bétail à tous ceux qui n'ont pas exercé ce commerce avant le 1 Août 1914 et qui ne possèdent pas l'autorisation du commissaire civil de l'arrondissement. Les infractions contre les articles 1 et 2 de cet arrêté seront punies d'une amende qui peut s'élever jusqu'à 1000 Mark ou d'un emprisonnement jusqu'à 3 mois.
