APPEL A L'OPINION FRANÇAISE
Le problème de la marine marchande est une question d'opinion publique.
Le relèvement de la marine marchande est une affaire de volonté nationale.
De cette opinion, de cette volonté dépend la grandeur de notre patrie. Pour l'heure, notre infèriorité maritime est une cause de dépenses
ruineuses et de cherté pour la vie commune.
Victorieux, nous aurons besoin d'une flotte à la mesure de notre victoire. Mais si nous ne la préparons pas pendant la guerre, nous ne
l'aurons pas davantage à l'avènement de la paix. Différer c'est renoncer.
Nous ne voulons pas renoncer. Nous voulons réagir et ressaisir. Nous voulons notre place sur les mers comme sut terre. Une grande politique
servie par les petits moyens aboutirait à une dérision. Nous entendons servir une grande politique avec des moyens proportionnés à nos
justes ambitions.
Donc, il faut une flotte marchande reconstituée.
Pas de Victoire économique possible sans marine marchande...!
Qu'attendez vous pour nous donner les Navires...?
Pour avoir une flotte, il faut la construire.
Pour construire il faut un crédit maritime organisé.
Pour créer le crédit maritime il faut le concours des lois et l'approbation du peuple.
Nous réclamerons ces lois et cette approbation. Nous justifierons ces réclamation, comme on a toujours prouvé le mouvement, en marchant de
l'avant, en suscitant des initiatives - voire même des initiatives d'affaires - et des créations de banques sous le contrôle de l'Etat.
Nous n'aurons plus peur des responsabilités. Nous n'aurons frayeur que des paresses. Nous ne nous inquiéterons pas des désaccords sociaux:
ils n'ont que faire avec notre œuvre. Car nous ne prétendons pas à la paix sociale, mais à l'action commune.
L'action commune avec les amateurs, les états-majors et les inscrits avec les transporteurs et les chargeurs, les constructeurs et leur
personnel, les industries et commerçants de l'intérieur qui sont déjà ou seront exportateurs! L'action commune pour ramener la France à ses
destins maritimes, à sa mission mondiale, à ses magnifiques traditions! L'action commune pour faire aboutir l'unification de nos services
de transports, pour instituer enfin les ports francs tant de fois projetés, pour doter d'outillage moderne nos quais et nos canaux!
L'action commune pour rétablir entre notre marine et nos colonies une solidarité qu'on a laisse disparaitre!
Pour accomplir tout ces effort, ce que Marcel Dubois - grand patriote - appelait 'l'opération nécessaire' nous avons besoin de vous les
marins français, humbles et fortunés, de vous les industriels avertis, de tous les commerçants conscients et des citoyens à qui la guerre a
enseigné le devoir de voir grand dans l'intérêt supérieur de la cité.
C'est à eux que s'adresse cet appel.

[Naval League Naval League [address]. Appeal to French public opinion. The problem of the merchant navy is a question of public opinion.
The restoration of the merchant navy is a business of national will. On that opinion, on that will, the greatness of our country depends.
At present our inferiority at sea is a cause of ruinous expense and a high cost of living for us all. When we have won we will need a fleet
that is appropriate to our victory. But if we do not prepare for it during the war, neither will we have it at the advent of peace.
Deferring means giving up. We do not want to give up. We want to react and recover. We want our place on the seas as on land. A grand
policy served by small resources would end up with something ridiculous. We mean to serve a grand policy with resources proportionate to
our just ambitions. Therefore we need a reconstructed merchant fleet. No economic victory is possible without a merchant navy...! What are
you waiting for to give us ships...? To have a fleet, it has to be built. To build, an organized maritime credit is necessary. To set up
the maritime credit, the assistance of legislation and the approval of the people are necessary. We will demand that legislation and that
approval. We will justify these demands, as movement has always been proved, by going forward, by prompting initiatives – indeed even
business initiatives – and the creation of banks under State control.We will no longer be frightened of responsibilities. We will fear only
laziness. We will not worry about social discord: it will just have to adapt to our work. For we do not aim for social peace, but for joint
action. Joint action with the ship-owners, the general staffs and the registered seamen, with the transporters and loaders, the
shipbuilders and their staff, the industries and merchants on the home market who already are or will be exporters! Joint action to lead
France back to its maritime destiny, its worldwide mission, its magnificent traditions! Joint action to bring about the unification of our
transport services, finally to institute the free ports so often projected, to endow our docks and our canals with modern equipment! Joint
action to re-establish between our navy and our colonies a solidarity which is being allowed to disappear!To accomplish all this effort,
what Marcel Dubois – a great patriot – called 'the necessary operation', we need you, the French sailors, humble and wealthy, you, the
experienced industrialists, all the well informed business people and citizens who have been taught the duty of seeing big in the higher
