Weapons found inside a shipping container at Cyangugu, Rwanda, September 1994. In 1994, United Nations Security Council investigators found evidence that Rwandan forces in Cyangugu had directly and indirectly violated an international embargo on supplying weapons and other support to Colonel Mutebutsi, a dissident militia leader in the neighboring Democratic Republic of the Congo. The Rwandan Government said when Colonel Mutebutsi fled to Rwanda from Kamanyola, it disarmed his troops. The UN Group of Experts was denied permission by the Rwandan regional commander to view Mutebutsi's weapons. Nevertheless they believed it highly likely that his heavy weaponry is in storage in Rwanda. This photograph may have been taken as evidence of this claim.
