Cowie was commissioned to paint a portrait of a Scottish Civil Defence sitter, in October 1941, for 50 or 75 guineas depending on size. The Committee liked the work that Cowie submitted in the Spring of 1944 but remarked that they had commissioned a painting, whereas this was a drawing. Consequently, Cowie submitted a painting of the same subject, presenting the drawing to the Committee. The file includes a reproduction of a drawing of a schoolboy by Cowie (16).
